The outer skirt has a set in waist with a button and snap to close. The skirt is not lined so you can see the shorts beneath and is split up the front for full on peek a boo action! The shorts are lined in what feels like a tissue silk (no fabric tags) and close with a nylon zipper, hook/eye and a snap at waist. High waisted with a slim fit and short!
