Absolutely lovely vintage elastic waist maxi skirt in great condition. Beautiful all around but the elastic in the waist is dry and probably rotted. Needs to be replaced (easy fix). The hood thing is that it is adjustable!! 26” to 34” waist 40” hips 40” length
