I can not of course be sure without the feel of fabric, but I also think there is probably a bit of linen in the fabric. The sleeves are not truly fashionable for the 1890's. This makes sense as fashion books ( the Godeys and Petersons mostly ) did not reach areas past Chicago swiftly.
