I can not of course be sure without the feel of fabric, but I also think there is probably a bit of linen in the fabric. The sleeves are not truly fashionable for the 1890’s. This makes sense as fashion books ( the Godeys and Petersons mostly ) did not reach areas past Chicago swiftly.

A pretty and frilly antique original Victorian 1890 dress slip. It is made of white cotton. The front and back of the bodice is embroidered with white bows and tiny white flowers. The neckline and lower hem have inserts of pink silk ribbon.
